This is an updated version of an old article with more detail on what the new rules mean for games and giveaways. We know the original announcement came out suddenly, and that our help page didn't match it at first – we're sorry about that. The help page has now been updated too.

Hey Habbos!

We’ve given our Terms of Service a refresh. The updated Terms take effect on November 5th, 2026. Below is a quick rundown of the main changes, followed by a section on the new rules for games of chance. You can read the full updated Terms here.

What’s new?

  • The Terms now include a new Code of Conduct section. It brings together the main dos and don’ts in one place. Note that you can find more detail about how to conduct yourself in Habbo in the Habbo Way. The Terms also now clearly list the actions you are not allowed to take: Use cheats, exploit bugs or glitches, or use bots or scripts.
  • Try to get around a ban or other sanction.
  • Pretend to be someone else, such as Habbo staff or another player, to mislead others.
  • Ask other players for personal or financial information, or try to arrange meeting them in person or on a webcam.
  • Sell or trade your account, login details, Virtual Currency or Virtual Goods outside Habbo.
  • Gamble, bet, or run games, raffles or giveaways where prizes of value are handed out by chance, even when they’re free to enter. Prizes handed out based on skill are still fine as long as the game is free to enter. Check this page for more details. See the section below for what this means for games and giveaways.
  • Keep sending reports you know are false or that are clearly unfounded. If you do, you’ll first get a warning, and if it continues, we may pause handling your reports for a while.
  • Disrupt or spoil other players’ experience in the Hotel.
  • Harass or abuse Habbo staff.
  • We may suspend or terminate an account when we have reasonable grounds to suspect the rules have been broken.
  • New IP and machine ID blocks. We may block access based on an IP address or a machine ID we’ve assigned.
  • New consent rule for sharing personal info. Get consent before sharing content that includes someone else’s personal information.
  • A new way to settle disputes in the EU. EU players can take disputes about our moderation decisions, such as bans, to a certified out-of-court dispute settlement body under the Digital Services Act.

What do the new rules mean for games and giveaways?

Why is this changing?

Gambling laws are getting stricter in many countries. Habbo is different from most games because it has trading – which means in-game items can count as having real-world value, so Habbo has to be stricter than many other games.

The simplest way to avoid this would be to remove trading, as many games do. We don’t want that – trading is part of what makes Habbo, Habbo. So instead, we’re tightening the rules on games of chance.

What about all the Habbos that rely on games of chance and giveaways?

We’ve seen a huge number of comments from Habbos of all sorts over the past couple of weeks. We know this is a big change for many of you, so we’re looking at ways to mitigate the effects of the new Terms on your playing experience in Habbo with the new Terms in place. We’ll share more when we can.

What's not allowed under the Terms of Service?

  • Games, raffles, lucky draws or giveaways where prizes of value are handed out wholly or mostly by chance – even when they’re free to enter.
  • Gambling or betting of any kind, including risking a prize to win a bigger one.
  • Charging players to take part in a game of chance, even if there are no prizes.
  • Charging players to take part in a game with prizes of value – including entrance fees, fast passes, paid extra lives or “pay to stay”.

What’s still allowed?

  • Skill games with prizes of value, as long as they’re free to enter – races, mazes, quizzes and more.
  • Contests decided by judging or voting, such as best room build or Costume Change.
  • Giveaways where luck doesn’t decide who wins: everyone who takes part gets the same prize, or prizes go to the first players to arrive or sign up.
  • Games of chance played just for fun, for bragging rights or a shout-out, as long as they’re free to enter.
  • Charging an entry fee for a skill game, as long as there are no prizes of value.

Reward the best players

Some of the best games in Habbo are the ones that put players to the test – the maze nobody can beat, the Falling Furni champion, the room-building contest. Prizes for skill are fully within the rules, so if you’ve built a game that rewards players for being quick, clever or creative, you can still hand out credits and furni to the winners. Try a leaderboard with a weekly prize, a record-time challenge or a judged build contest.

What kind of games are allowed?

Check the relevant section on this page to see the guidelines.

What about Habbo’s own features?

Many of you have asked how the updated rules apply to Habbo’s own features. We’re actively reviewing all of Habbo’s features in light of the updated Terms, including crackable items.
